The M3 Max chip has 12 performance + 4 efficiency = 16 cores.
The M2 Ultra chip has 16 performance + 8 efficiency = 24 cores.
Once 13 or 17 CPU cores are used, respectively,a drop in per CPU aggregate performance can be expected, since the efficiency cores are slower than the performance cores.

Per-CPU performance — SHA512 hashing
Out to 15 CPU cores, the M3 Max chip outperforms the M2 Ultra by about 10% out to 14 cores, 7% at 15 cores, and the same speed at 16 cores.
Both CPUs apparently have one or two CPUs that can run at higher speed if the other cores are not being used.
