Issue: sending Terminal even just once to the background (eg using some other app) often (usually) removes command key shortcuts for windows.
Sometimes a few windows retain shortcuts, but usually they just all lose them (I generally keep 5 Terminal windows in use).
The issue is not only not fixed, but made far worse in macOS Ventura 13.6 (happens much more often, nearly all the time). On my 2023 Mac Pro with two displays, and on my 2021 MacBook Pro M1 Max with a single display.
That the shortcuts are removed is proven by the fact that when creating a new Terminal window, it will be assigned a command-key shortcut that was already be in use (eg cmd-1). And as can be seen in the screen shot below.
In Ventura sometime after July 2023, Apple also broke Bluetooth pairing, and Apple broke personal hotspot too. What the heck is going on over at Apple? Apple Core Rot has never been worse.
Infuriating. And now that dingleberry OS, macOS Sonoma. Will Ventura bugs ever get fixed?

Launch Terminal, and the command key shortcuts are all there as they ought*.
The shortcuts are shown in gray; the other ones are part of the window name as per longstanding behavior.
Switch Terminal to the background, and all command-key shortcuts are removed*. Now all Terminal will do is beep when you try to use a command key shortcut. And Terminal still has the shortcut in the window name. But the window has actually lost its shortcut.
* Sometimes only some of them are removed eg 3 of 5. Sometimes (rarely) none of them. Totally flaky.
