The Good Stuff for Your 2019 Mac Pro

Storage
Were it me with a budget, I’d insert two of the OWC 8.0TB Accelsior 4M2 cards into the Mac Pro and never run hard drives for daily work—only for backups (as I do now, but I use the OWC Thunderblade since an iMac 5K has no internal slots).

Memory

Unless buying a super-high-end config with 16/24/28 core CPU, stick with RDIMMs, which should be slightly faster than LRDIMMs, and considerably less expensive. LRDIMMs are most appropriate for very high memory capacity (512GB to 1.5TB).
